Anyway, we are in process to becoming Permanent Residents. For more than 22 months. The Canadian Embassy in Berlin is not working very fast. I'll try to explain a little what they want us to do to be able to apply.
First, they want you to be sure you can get the points required. That is 67, and you can "earn" them by showing your English skills (oh, talking about that, in case of spelling or grammer errors, I'm very sorry,so please just read around it, because I don't use spell-check, and my dictionary is kind of far away, so I'm doing without

), your workhistory, your education, whether you have family in Canada, what your partner does, and if your job is on the NOC-list. If your job is not on that list, you will have a problem, and cannot become PR immediatelly. You will also have to show, very important, if you have enough money to support yourself and your family for at least 6 months. In our case, family of 4, it means we need to bring CAD 18.595,--.
When you know you have all that, you can fill out the paperwork (copy your diploma's, have them translated, do an English test, get a copy of your aunt's passport, get Police Checks, copy your bankstatements etc etc) and pay the fee. That was € 860,-- wich is about CAD 1400,--. Then you can send in your stuff, and wait.
