What is the meaning of WMD? Does it means when an device kills 2000 people dies or one person, because of an another buzz word of IED is WMD

WMDs are munitions with the capacity to indiscriminately slaughter large numbers of human beings while IED is a formal name for explosive devices as often used in unconventional warfare by terrorists, guerrillas or commando forces in a theater of operations...

The names say it all dont they?
