Its been around for a couple of years I believe as im on the LMO system (but its slightly different for me because of the media industry thing) however I know a few people and this is how it works:
Alberta were short of various trades and could not fill these positions with Canadians for whatever reason. So some trades were undermanned (is that even a word?) Anyways.... things like hospital staff, nurse, long haul truck drivers etc - theres quite a few trades. So Alberta decided to create a list of trades where people were needed and recruit from overseas for people who have the qualifications to fit these roles.
There was a lot of advertising in UK (and some of Europe) press about the option to move to Canada to work if you have one of the trades and are qualified.
As far as im aware - that was the idea. Now this is how it works for some Brit (like me) or someone else from Europe.

Step 1: Seek Employers and request more information about job
Step 2: Go to Canada for interview or attend interview in local country (some employers traveled to that country to interview people)
Step 3: Get accepted for job and recieve a Job letter
Step 4: Apply to Alberta for a LMO (Labour Market Opinion I think its called) - this is quite a lengthy process but it is DEFINATLY a good system (ill explain later why)
Step 5: Once LMO has been recieved - Book your flights
Step 6: Upon arrival into Canada go to Immigration and apply for work permit to legally work in Canada (Used to be valid for 2 years now only valid for 1 year)
Step 7: Go to work for your new employer in Canada.
Now the whole process is lengthy and a lot of information, references, police background checks, qualifications have to be proven before you can even apply for your LMO. I personally didn't mind at all about doing any of these things and I wish the UK had a system in place like that instead they let anyone live there (which is prob a reason why the UK has gone down hill badly but thats another story)
Now when you arrive in Canada and begin work you still need to do any courses etc needed to get the Canadian equiv qualification to your european one (meaning you have to do your driving licence again etc) - again its expensive but worth it because in a way your trying to prove your not here to screw or play the system (like people do in the UK at least)
OK so your working legally in Canada on a 1 year work permit under the LMO system. Theres a few rules and options on what you can do if you want to stay and what happens if you dont want to work for that employer any more:
RULES OF WORK PERMIT:
You can only work for employer stated on work permit
You can not work for any other employer
If you quit your job you must leave Canada
You CAN get your work permit changed if new employer is also on LMO system but you must not work until you have a new work permit with new employer details.
OPTIONS IF YOU WANT TO STAY:
You can apply for your PR which takes about a year and is quite expensive. You go through further tests and have to prove you have a clean record etc. Once you get accepted for your PR you can work for whoever you are and are not restricted in any way.
If your work permit expires (or is about to) - you can apply for a extension (but if it does not arrive by the time it expires - you must leave Canada.
Or
You can leave Canada.
Hope this clears things up and explains the system Alberta have in place. Personally, I think its a good system much better than the one they have in UK because Albeta know exactly who/what/where etc and we have to prove we're not bad people and are 100% serious about working and living in this amazing part of the world.
