I have been unable to find this answer, and the buffalo cic was unwilling to answer. So I am hoping someone knows. Do you need a job offer for HRSDC to do its opinion survey, or can my HR dept contact them and do this first?

This is the last lingering part I need to know so I can get things rolling.

Any help would be appreciated :D

A job offer + all pertaining docs are first sent by your prospective employer to Service Canada (subdivision of HRSDC) for a Labour Market Opinion. If positive - a work permit could be processed right away on the border if you are a US citizen.
