i'm about to retire from the U.S military and i think would qualify for the skilled worker bracket; but if i wanna start an unrelated second career (railroads) with no job offer yet would "skilled worker" still apply? CN and CP both say they won't sponsor a foreigner as they can easily find a canadian to fill their job openings, which is understandable. however if i qualify for a "skilled worker" visa and i'm in the hangin out mode up there trying to get established, would large employers such as those still put me on the bottom of the stack?
