This isn't the first time Sajjan has lied about his involvement in this particular military action.
A couple years ago, he made a very similar comment:

But, the fact remains that, given his less than lofty position as an intelligence officer Sajjan should have known he wasn't really the architect of the operation and yet he still accepted and reveled in the glory for it's conduct not once but, twice.
So, if for some odd reason he actually heard or thought he heard General Vance say that he was the architect of operation Medusa and was narcissistic enough to believe it despite all the evidence to the contrary just brings up more questions.
Questions like, how fit is he to be the Minister of National Defense or anything else and why if he was told that he was the architect of operation Medusa is he not retracting his previous apologies and defending himself?
Everything I've read about Sajjan the soldier points to him being an honourable and fair man so, these actions are out of character for his soldier side but, are right up the alley for him being a Liberal Politician side which makes me wonder what kind of people Canada elected if they're willing to make Sajjan and Vance kowtow to their party line despite the fact that this line makes a mockery of the promises their party made to Canadians, Veterans and the Military?
