In their defense, repeatedly putting things to a vote or to a challenge seems a recurring tactic of politics over recent years.
Gay marriage, for instance, the supporters of it keep dragging it to court since they consistently lose at the ballot box. Likewise with abortion (at least in the USA) it keeps getting dragged into court because it's a loser at the ballot box.
My point is that the supporters keep dragging it out as if to wear down people.
So if the tactic works with gay marriage and abortion and etc. then it's just logical that supporters of sovereignty would keep pressing the issue.
Disclaimer: I'm not inviting an argument over any of the above topics - I'm just saying that the Bloc's tactics are tried and true.
