Bloc Québécois Leader Gilles Duceppe said earlier in the week that his party will vote against the Conservatives' budget if it doesn't include $2 billion in compensation for Quebec for harmonizing the federal GST and the provincial sales tax.

Flaherty said he doesn't believe compensation will be a sticking point in talks with Quebec. But he said the province must meet several conditions in order to make harmonization a reality there.

"One of the most important ones is that you actually have to have a harmonized tax base," he said. "B.C. and Ontario have done that." He added that the Atlantic provinces also adopted the HST years ago. Prince Edward Island is the exception in the region.

"If Quebec wants to harmonize its base with the federal base, you have to go through a whole list of items, and those discussions are still going on. There is still a long list with respect to which there is not agreement."

Flaherty said while his officials have been holding discussions on harmonization with their counterparts in the Quebec government, they are not talking with the Bloc.

We don't have HST. Why should we receive money for something that did not happen ?

GST is the federal Gouge and Screw Tax, or more formally the Goods and Services Tax. In Quebec, GST is called TPS (Taxe sur les Produits et Services) literally: tax on products and services.
HST is the combined federal/provincial Harmonised Sales Tax.
PST is the provincial Provincial Sales Tax. In Quebec, PST is called TVQ (Taxe de Vente du Quebec, literally: tax of selling of Quebec)
On 2010-06-01, BC will flipped to a partially harmonised sales tax. It now has a 12% HST created by combining 5% GST with 7% PST. In contrast, the other provinces using HST all have a 13% HST.
Ontario switched to HST on 2010-07-01.
Quebec’s nomimal rate will increase to 8.5% on 2011-01-01 and 9.5% on 2012-01-01.

So we don't show it on paper, but combined we are paying 13.925%..Ontario 13% BC 12% So guess who is getting screwed? Both Ontario and BC go fed aid.

We were also paying 12% on many things before harmonization. You guys just haven't gotten off your duff and actually sat down with the feds to put harmonization in place. But in true Quebec fashion you're already whining about the money you're not getting. Work out the deal, you'll get the same money as the other provinces. Flaherty obviously doesn't think you'll get your act together this year, so didn't include it in the budget.

They aren't reneging Québec just has to get on board they have a list of conditions they haven't met yet. Can't blame everything on Ottawa all the time.

And Gilles should have a cup of STFU. Oh not going to support the budget quel suprise. We're devestated.

They owe you fuck all, and if they did give you two billion dollars it should be for one way tickets to France or maybe Louisiana...!

Ken the Conservative are making a different calculation. They intent to make historical gain in Ontario this time around. The natural consequence is that they will drop Québec demand. No money for a new arena In Québec city, No money for the harmonisation of the sale taxe. 8 less seat for the PC 8 more for the BQ.

No loss really. It means that Quebec will have a louder voice... in Quebec. The rest of the country really won't give too much of a shit. :lol:
