No, not necessarily true. I was given signing authority for requisitioning materials long before I learned an good sense of integrity about it. In fact, once I gave a co-worker a blank and signed requisition because I was going to be out of the office for a few days. I now realize that wasn't a good idea.
The point is: I didn't do anything with the idea that 'oh I wont get caught' and beleive that your association between an action and an attitude is not a rubber stamped association....you need to look at each case on an individual basis.
Hmmm, I have access to this very private and sensitive document which could help some friends of mine make some money if they know what's in it and everyone else doesn't. I wonder if I should give it to them?
It's not a hard decision to make, and if he was so green as to find it a hard decision, he should never have been placed in a position to make it.
