It's a legitimate question, especially based on his history of proroguing Parliament in the past.

He doesn't have to prorogue because of fear of a coalition. So the only reason he would prorogue is if he knows something we don't - ie the shit is a lot closer to the fan than we think and it's time to ramp up the stimulus again, or cut back the cut backs. I doubt that Stevo "if we're going to have a recession we'd have had it by now" Harper will do that tho.

Sure, right after he gets the power to prorogue.

Why does this little tidbit always get left out? The only thing the PM can do is ask, after that it is all up to the GG.

The Liberals prorogued all the time when they had a majority too (IIRC Chretien prorogued four times).

Prorogation would be illegal. Harper's own legislation commits him to 2015. Since he has a majority, he will no longer be able to fabricate excuses for contravening the legislation.

Chretien, btw, never once prorogued Parliament unreasonably. His prorogations were always after the completion of a session's legislative agenda.

In fact, nowhere in the history of Parliamentary democracy anywhere have there been prorogations such as Harper used. One to avoid defeat in Parliament: the other to shut down a Parliamentary committee that was close to making findings that would have devastated the CPC.

In both cases, the session's agenda was nowhere near completed.

I don't think any PM has prorogued parliment in Canada's history.

Governor Generals have....Prime Ministers have not.

Prorogue is shutting down the session, not calling an election.

True, Ruez, but how is a session to be shut down before it has done much work unless it is to call an election? Would it mean a coup and Harper to rule by fiat or executive order?
