I think its just window dressing. The government received some unwanted negative/global attention albeit mostly western, played the ya ya we love puppies too card. But in reality probably see nothing wrong with her actions, or at best not a big deal. Just a batch of unwanted dogs, another mouth to feed.

Exactly. The only reason they all got arrested, was because it got attention.
