People need to drop their biases. If men can go topless, women should have no barriers.
That said, there are both men and women who should never go topless.

This story sums up some major problems with the world today. 1) Why would anyone call the cops over this BS? 2)Why would the cops respond? Why would the dispatcher even give out this call? Here is how this call should have went: "Hello Quebec City police department, how may I help you?" "There is a topless woman at the park,I am offended" "Sir there are no laws against that. I suggest that you get a life and quit being such a Karen. Have a nice day". CLICK. Hang up the phone. That is how the call should have been handled.
If this police department has that much manpower that they can send five cops for this bullshit, than they are way overmanned. They can do some major cutting in manpower to save some money. I suggest starting with a 30% cut in manpower. Don't go by seniority, go by number of complaints and write ups. Get rid of the bullies and troublemakers. Any cop responding to a call where they know beforehand that no laws are being broken should be fired, like every cop that responded to this BS call.

I'd probably be bothered by seeing a topless woman in a public park, just as I'd be bothered by seeing various other things. Fortunately, there's a very quick and painless solution to that.
Just don't look at it. That way, everybody wins!
