That's actually the plot device to "The Man Who Sold The Moon" by Robert Heinlein. A private company send men to the moon, and they pretend to find and smuggle back a bag of diamonds. The company then fervently denies that there are diamonds lying around all over the surface of the moon.

Investment in the company soars enough that they build a moon base.
