(ie) It is unlawful to murder another person, unless; they have committed a crime against a child.

For the purpose of this definition "a crime against a child" means (but is not limited to) sexual assault, neglect, abuse (physical; psychological just gets you beat..badly) and other crimes that would hinder the development of an otherwise healthy child.
