I've said it before, it's because the Canadian business culture is so heavily influenced by so many "Canadian" companies that are simply local branch offices of US or multinational businesses.
The overseas headquarters is where all the innovation happens, the Canadian business leaders' job is just to implement the decisions made overseas and make sure the underlings do the paperwork and run the machines properly.
It's a "branch plant" mentality that permeates the larger business community and the business schools. Don't rock the boat. Don't challenge the status quo. Just make do with things the way they are and don't cause problems.
It's sad really.
