Yes, but immigrants tend to have more children than native Canadians.

The problem is that too many people would rather have trips to Cancun and a 52 inch TV (or other stupid crap) than another child.

Canada needs more babies? NO! You think?! I have been saying that for years.

Question is how do you give people incentive to have children without those incentives going to the wrong people for the wrong reasons? i.e. People who cannot afford to have children, having children simply for the child allowance. The government would need to make sure that it is only giving incentives to people who can afford to raise children. Give incentives for people of middle or upper class to have children. Tax breaks on income taxes (the current way doesn't give incentives), breaks on property taxes, a child allowance like what Quebec had.

Would have to make sure that these would only go to Canadians who have been living in Canada and can prove they plan on raising their children here.

No one thought they were. If People stop having kids, then Immigration becomes the only option to attempting to solve/deal with the many issues involved.

Why don't we encourage Canadians to have kids with fiscal incentives instead of bringing foreigners in? Or try a mix of immigration and tax breaks for Canadian citizens who have more than one kid?

Well ideally we could do something of a mix. Bring Canadian birthrates up to 2.11 per woman, and still allow immigrants into Canada who speak English or French and have a job lined up in Canada that pays over a certain amount, say at lest 50k a year. This way Canada will still attract skilled workers to Canada to fill in for any labor gaps we may have, but we are not dependent on foreigners for population growth in Canada.
