A little tactical update on this as per the OP. This guy is not going to give up though his options seem to be either a motion in the Commons or a private members bill. To my knowledge he seems to be a voice in the void. No one publicly has either supported or opposed him.

Aside from being kicked out of the Party I don't think there is any way to demote or discipline him as he is just an ordinary backbencher. Either he has been told by Harper to be quiet and has not listened or Harper never mentioned it to him. Also possible that Harper does not even know this is going on, I suppose. Anyhow:

I suspect Harper knows what's going on but would prefer to ignore it. If he jumps on this guy too hard he risks alienating the social conservatives in his base but on the other hand I don't think he has any interest in actually getting involved in this issue.

I think you are right on that. This guy really cannot get very far on his own and Harper has nothing to gain by doing anything at all.

It will be a long time coming before this guy becomes a Cabinet Minister though, I hope.
