One amendment I would suggest, though I am not sure how it could be initiated would be to have the senate on a rotation where, say 1/3 of the members are rotated every 8 years. And if the Senate is kept at full capacity, then the remaining 2/3 could keep it functioning while the others are replaced. Then eventually you just introduce elections for this 1/3 turnover.
That would be another good alternative.
