Pretty easy to catch, actually. Make inmates give up all their clothes when they get in from outside. In fact I thought they already did that.

I think they don't really want to stop drugs in prison. Maybe it keeps the inmates quiet and gives the guards a little extra spending money. Many people come out of prison as addicts that they weren't going in.
