Wait.....-20 and people are dying? I think that is a sign you need to fix some infrastructure.

As long as he's not a drinker and passes out in the cold, which seems fairly common amongst the easterners

When I was in Manchester, -2C would freeze a brace of Grannies a night. Poor insulation and crappily built houses.

Same here.

People die of this every year. As they do in summer when it gets too hot.

As for "fixing the infra-structure"... Maybe start in your own country. When we don't have power outages anymore in Canada because of the weather, then you can come back.
