He says he's 'going home to Africa' after serving his time for his most recent conviction.

Not a bad idea from his POV. After you've scammed 65 years worth of fat from the wealth of America, slink off to Africa where you can live like a prince for pennies on the dollar. Boff more 16 year olds without the fear of jail time.
