In the US, violence behind bars seems to be part of the sentence package, a pretty sad state of affairs for a developed country. Bulger was an obvious potential target and should have been better protected.

He should have been put in the wing of the prison where they keep the older inmates that can't defend themselves from the younger thugs. Putting him in general population instead of protective custody just ensured his death, especially with the mafia out to get him for all the information Whitey gave to the FBI about his Italian mob competition when he was running Boston.
