I think Harper is forced to be play the game in fear of big tarrifs from the US if he doesn't. So he all of a sudden has to attend too.

To bad Harper doe,s not look at oil and counter the tariff threat with it , but he like most Prime Ministers are weak and afraid to rock the boat . America doe,s not want to go to far for its energy and we are the closes to them for those things . We have to get tough and stand up for our nation or the governments will sell us out to whomever .
