Doesn't the US need permission from countries like Russia to overfly anyway to get
to Kyrgystan ?

and since we have been in Afghanistan for 7 years now, why hasnt a decent air base been constructed yet ?

it's important for the US so they have an ability to project force in the region. There hasn't been a 'good' base in those parts as you claim because nations are becoming increasingly reluctant to allow US or any foreign military to reside on their soil. And, in my opinion rightfully so.
