Yea, but not in the good way.

They've tried several times in the past to land the first (reusable) stage on a platform off the Florida coast, but it keeps falling over and blowing up. As Elon Musk said, it's pretty much not reusable after that.

The Germans landed plenty of rockets in London back in the 1940's.

But they didn't reuse them afterward. It is kind of ironic though, as the Space X Dragon rocket is the second version, or "V2".
