And part of the reason for that is that they have a system that hurts business growth (why make a business in Quebec when Ontario has tons less restrictions) but the rest of Canada sends them more money to bail them out even more, saving them from the collapse that will force them to alter their system into one that actually helps the province.

Sometimes you have to burn the forest and clear the deadfall so that the forest can thrive again.
