To be honest I'm not surprised and I would bet there are lots more just unreported in England. Sexual activity starting at ages 13-14 are not uncommon in the least. The last time I lived there I read an editorial (although in the Sun) that Englands policy of making sure young mothers are taken care of by ensuring that they are provided with a council flat and child benefits backfired in that many girls saw getting pregnant as a means to get a place of their own and money in their pocket.
