Please, we're pros at destabilizing countries. We wouldn't be so careless as to have a official embassy official meet directly with local military officers.

The US as more than likely quite involved in the 2002 attempoted coup in Venezuela, and that failed. It wouldn't surprise me if they're active down there now as well.

The VP of Venezuela ousted some US diplomats and is accusing the USA of poisoning Chavez. Which, if true, makes me a tad happier with Obama. :D
