The recent news that <a href="http://www.cbc.ca/news/business/ottawa-posts-5-1b-surplus-in-february-1.2621933">Canada posted a $5 billion surplus in February</a> has been taken by some as an indication that we're well on our way to getting the budget balanced, and that Canada's finances will now be secure.
Not everyone shares this feeling, however.

And how's this for a kick in the gonads: our government will claim we have no money for health care and education, or infrastructure upgrades, but we're paying to the tune of $700,000 for Charlie boy and Camilla to visit here. Especially since these losers are more than rich enough already to pay for ten return trips to the Andromeda galaxy. Stevie Harpoon claims it's 'privilege' to welcome these pompous asses here. Moreover, although though there is likely to be a surplus in 2015-16, it is simply impossible to predict its size with any accuracy.

Another thing it will depend on is whether the Harper government wins the 2015 election. IMO, there are two sets of books: one that shows this "surplus" if the CPC wins; and another that shows continuing deficit if another party wins.

Most often, they "balance the books" by offloading costs and liabilities onto just about anyone else.
