In Star Trek: TOS, the Klingons were based on the Soviet Russians. It was, after all, the Cold War and an American show. It's amusing, however, that Chekov was put in, too. It seems to me this suggested it wasn't the Russian people they were criticizing, it was the Soviet mindset of aggression common at the time.
