Hitler - hand's down. Waged war on his own people, Europe and eventually, the world. Destroyed Germany, most of Europe and almost an entire group of people. His regime's action were directly and indirectly responsible for over 50 million dead and his specter still haunts the West as both a mirror into our collective soul's darkest recesses and as an enormous moral and ideological cautionary tale. His influence, historically, is matched by no other in the 20th century - he's "the worst" dictator by a huge margin.
