Well as you see in the US, they insist on breeding, so there are always more. Plus with the way their economy has been going, newly poor people are created every day. Some were created by having health coverage while well, but once they got sick and couldn't work, they lost it. Or the co-pays they had to make bankrupted them.

But the poor have freedom of choice. They could live in a cardboard box under the overpass, eat at soup kitchens and use their no minimum wage earnings to pay for partial coverage.
