That means you can put together your 21 man NHL Roster for your teams from and only from the rosters of the two teams you have (No Cap).
You select 4 C 4 RW 4 LW 6 Def 2G I util there will be No IR since you can drop and replace players off both teams rosters if you have injuries.
Any trades within the NHL will also happen within this league. Draft choices mean nothing in this league. If a player off your roster is traded for a pick.. just pick up someone else off your roster.
However that said No trading will happen between players that does not happen within the NHL.
