Well 95% of what the federal government does now it should not be doing, thus it leaves me little to do. Move away from the fiat system to "sound money" would be one. Put all social programs 100% in the hands of the provinces, the ones that are left. Pretty much just foreign affairs, military and "sound money" management. The rest should not be done by the government at all or it should be done by the provinces.

If I were Prime Minister I would first cut all funding for Religious studies and charities and re-direct them to non-religious charities. I would remove the tax-exempt status of all religions in this country. Think of all the tax money that can be generated that can go towards health care or education! Religion will be kept out of all schools, if you want to learn about some god go to a church. I would do my best to protect Canadian companies from being bought out by American corporations. If you plan to live in this great country, you will learn to speak one or both official languages. Increase funding for stem cell research. Dramatically increase funding for physical education in schools and extra-curricular activities. No to private health care. Decrease spending on useless jobs like hiring people in government buildings to water house plants and clean keyboards. If you want plants in your office, water them yourself. If your keyboard is dirty clean it yourself! Freeze wages on all government jobs. Mandatory service in the military. Increase taxes on higher incomes. Tighten immigration laws. Better relations with other countries. Look for new trading partners. Ensure that The Stanley Cup is owned by the Canadian people and not the NHL. Increase funding for Canadian art and music. Overhaul the insurance laws. Less spent on foreign aid that ends up going nowhere.

I would do whatever it took to reform the constitution making this country an indivisible entity. I'm tired of certain people in certain provinces (Quebec and others) crying separation every time they don't get what they want. It's very unhealthy to know one's country is so fragile.
We will never be able to move forward as a country if the central government is constantly worrying about nothing but tiptoeing around the selfish interests of 10 stubborn provinces who all dislike each other. It's ridiculous.
Constitutional reform needs to be put on the table. It's a risk, but it's one that will pay off incredibly if the cards are played right.

Mr. Canada as Prime Minister (v.2): 20 Actions I would take:
1.Destroy NAFTA and any unions with any countries that undermine Canadian Sovereignty and begin protecting the Canadian ownership of many companies. Perhaps making it so no more then 49% can be foreign owned. Amendment: Keep NAFTA, instead reopen the debate and make it healthier for Canada.
2. Decrease trade drastically with the USA and increase it with China, Russia, and the European Union. Make it so Canada will not trade more then 10% to one single nation. Amendment: Restrict all trade deals so Canada can export a max of 40% to a single country.
3. Increase Funding to the Canadian Education System. Amendment: Heavily.
4.Run Patriotic Propaganda to help reduce the amount of "Brain Drain" in the Nation through small commercials. Like those Canadian Heritage commercials, but more interesting. Also in Media like Radio, and even in School textbooks. Increase teaching of Canadian History in schools. Amendment: How juvenile. I'd attempt to increase patriotism, but it wouldn't clog the media.
5. Protect the Canadian North at all costs. Start production on State-Of-The-Art brand new Icebreakers to patrol the Arctic waters from ALL intruders, with a very public threat of offence if waters are breached.
6. Legalize Marijuana. Watch over corporations dedicated to Marijuana and sell it like cigarettes. Age Limit would be 16. Amendment: Legal to 'Grow-your-own'. Grow-Ops larger then 5 plants in a single home would be illegal.
7. Push hard on the "Freedom to PEACEFUL Assembly" right and take action against blockades by Natives or Separatists.
8. Threaten Quebec. Consider allowing Separation from Canada under some conditions. They'd be allowed to leave as long as they agreed to not getting a single cent from Canada, No Military Support, No Trade support, Nothing. And No action or Protection if the United States considers invasion.
9.Lower GST Tax to 4% or less Amendment: The GST is the best Flat Tax we have. Absolutely fair. I'd increase back to at least 6%. Lower Income Tax rates.
10.Attempt to calm Alberta down. Most likely will fail. Amendment: See Action 8. Separatists will not be pandered too. If Alberta chose to separate, incentives would be given to all citizens who wishes to remain Canadian to move to neighbouring provinces. Ties would not be kept with Alberta.
11. The Drinking Age would be lowered to 16-18 across the country.
12. Anything considered harmless to anyone, mentally or physically, including to the person committing it, shall be legalized to reduce strain on police force. This will allow them to deal with bigger things. This includes Jaw-Walking. Specific regulations on Jaw-Walking will be set. For example, if you Jaywalk, and are struck by a vehicle, you are at fault. So exercise the freedom with caution.
13. Speak with any nation or section of a nation willing to join Canada. This includes the Turks and Caicos Islands, Vermont, Alaska, and Greenland.
14.Force the lowering of Prices on goods across Canada as the Canadian dollar rises. Amendment: Perhaps this is what helped save our economy so far.
15. Increase funding to the Canadian Media Industry.
16. Re-open the debate on Native compensation. Talk with the international scene and try to make it so only those who the crime was committed against would be paid any sort of money. Same with all surviving individuals of any oppressive-like time in Canada. Including the Japanese, Germans, and those who were innocent and disrupted by the War Measures Act.
17.Buy the NHL and make it a Canadian Crown Corporation as a Canadian Culture Icon that needs to be protected. Politics should stay out of Sports, but the abuse to Canada dealt by the NHL is intolerable. As under the Canadian protectionist idea under (1), the NHL can only be run and controlled by a Canadian(s). Amendment: That would be expensive and pointless, except for image, I suppose.
18. Increase legal punishment for major crimes. Will never legalize the Death Penalty, but instead let the person live. MINIMUM of 10 years for murder. Minimum 8 years for rape. Amendment: Lower for minor crimes.
19. Fine large amounts to any corporation operating within Canadian borders if found using Sweatshop Labour in Canada or another nation.
20.Establish a University named "Canadian Interests and Culture University" dedicated to teaching Canadian Culture, Politics, History, etc. Graduating for this University could get you a degree in a variety of courses. Schooling and Politics would most likely be the main career choices after graduation. Amendment: I wrote this before I knew a real thing about any University. It's not hard to get courses in Canadian Culture, Law, Politics, or History. Canadian Studies.
*NEW* 21. Increase payment to Canadian Forces. Bring about new policy of absolute Peacekeeping. Increase UN participation throughout the world.
*NEW* 22. Make sure the government is transparent. No hiding from media cameras, and no selected audience.
*NEW* 23. Declare the country to be Officially Irreligious and will not allow legislation (or de-legislation) in the name of any religion. Churches will be taxed.

Health Care -- Socialize it like they do in Europe (we pay enough taxes, I'm sure there's enough money there to cover drastic improvements for health care).
Education -- More funding to schools and universities. University should be free, if you have the grades to be admitted to university like many other developed countries.
Immigration -- Don't really care about whether you're going to adopt the "Canadian culture" or not. The only criteria should be -- do you add any value to Canada as a whole -- ie, are you educated, skilled labourer? If the answer is no, rejected! If you have any criminal record (regardless of how minor it is) -- rejected. I remember a few years ago, a murder suspect in Toronto had been deported to Jamaica, and he was allow re-entry into Canada -- where he later killed someone.
Defense -- Don't involved in wars where Canada has no business being involved in.
Legal system -- Improve it so that it's no longer a joke. Tougher penalties for serious crimes. Posession of a concealed "UNREGISTERED" weapon -- 5 years in jail minimum for the first offence. If you're a legitimate hunter, gun collector you'd have the firearms registered (for the most part).

We would make issues were more important than party politics. And make sure Federal , PROVINCAL, MUNICPAL politics stay separate along with the issues to those governments.
The people would have to be more educated about the meaning of politics. Children would have to take courses in school from grade 5 and 12. So they understand the political spectrum. Before voting.
