Simple possession means a conditional discharge at court so nobody gets arrested just for that anymore as it's a waste of everybody’s time. The article is using statistics that don't reflect the reality.
Yup, have yet to see a person with a first criminal conviction of simple possession in my jail. To add to EB comment about tacking the charge on for having it during the commission of a crime I have seen someone go to jail with it as a single charge if they have a decent criminal record already, basically a street scum criminal, and the cops use it as a reason to just get them off the street because they are always up to no good anyhow.
I will also note that the only votes that count are in polling stations, not Sun Media polls or Liberal conventions.
