Does this sound like what you're referring to?

"14. The device commonly known as a 'Kiyoga Baton' or 'Steel Cobra' and any similar device consisting of a manually triggered telescoping spring-loaded steel whip terminated in a heavy calibre striking tip."
(from Criminal Code 84)

No the one i'm refering to is not spring loaded. you have to open it manually. apparently they are legal here in Ottawa. I was just curious where the little fuck head that nailed me on saturday may have got this.

Lots of places you can order them -- http://www.fcsurplus.ca/shopping/shopexd.asp?id=1653 for example.

But if you get caught wandering around with one, good luck on persuading the RCMP that it's something other than a weapon.

Put a laser pointer on it and claim its a sturdy pointing stick for presentations.
