Actually Edmonton's only 1 degree south (and 1.5 degrees east) of the central latitude of the province, so I'd say it's in Central Alberta.

In any case, the provincial government wouldn't be engaging in a P3 to house another 40000 in Fort Mac if there wasn't a severe housing shortage up there. Benoit's right on the money here.
