Would it be possible to divide the Northen pottions of the Prarie provinces into states which are run on one citizen one vote, but which give aboriginal peoples majority rule, but permit local non-aboriginals to participate.

Such boundries would be based on treaties, locations of present reserves, and the population data.

the state would be responsible for first nation lands, crown lands, and traditional provincial services.

States would also be responsible for courts and criminal law and would be able to design a system based on republic and First Nations traditions.

Any thoughts?

So you're talking about creating new provinces in which aboriginal Canadians would form the majority of the population? Interesting idea, but politically impossible - no province is going to willingly give up territory.
