The OPA is a cartel that limits the supply of graduating pharmacists in order to inflate wages. Why isn't there a pharmacy college at every University in Ontario? Because the OPA doesn't want it. The fact that there is a
shortage of pharmacists means demand isn't being met.

Umm, the vast majority of revenue from pharmacies in Ontario comes from the Ontario Drug Benefit plan. Where does that money come from?
