There are several US states that impose severe penalties if you hit a construction worker while speeding through a construction zone.
They include 5 digit fines and depending on the state, up to 14 years in prison.

If the driver in the Hummer would take the skytrain instead, the commercial vehicles would have a much easier time. And I think your estimate is way off base. If I look around me the few times I drive, it's mostly single occupancy private vehicles on the road. But the problem with Translink now is that it's at overcapacity with no funds to expand.

And by that time it is likely too late as the worker could be paralyzed, killed, if they are lucky they would live.

People just astound me. I've seen people go flying through construction zones on my projects too even when there were flag people out trying to stop them.

The best one to date was on job in Calgary; we had to open up the road to run a line across it so we barricaded it off on both sides. Towards the end of the day this woman drove up, got out of her car and moved the barricades. She then proceeded to drive right into the ditch we had dug across the road 8O :lol: I don't know what the f*$% she was thinking. I know that's no where near as bad as people almost mowing you over on a highway but it does give some insight as to how stupid and mindless people can be.

Yeah, we were told stories in training of people that nearly killed flaggers and afterwards said "I didn't even see them there", missing highly visible signs, people wearing hi-vis coveralls and vests, a sign truck with the sign board on, and construction equipment with flashing lights.
