Exactly. Our space budget might have been puny compared to NASA, but we do what we can. We've proved that with the Canadarm and the whole Intelsat fiasco (had to be launched by Russians, because the US backed out, then wanted to buy the company because of the advanced technology it contains) that companies like MacDonald Dettwiler can contribute to human knowledge, and make money doing it.
A quote I recently came across says it best:
