Everybody knows that. But if you stop spending on education, health, transportation, etc, you can't go to work to earn that family income of 21k. You may have to do something about that low income, not just cut back on expenses or you'll wind up living in a cardboard box.

That other stuff boils down to cutting expenses. No more trips to Disneyland, no new car, etc etc. Spend on the important stuff that can actually help bring in more money or save money spent somewhere else. (eg get your teeth fixed before they make you sick).
