On January 15, 2012, close to 80% of voting delegates attending the Liberal Party of Canada's Biennial Convention voted in favour of a policy resolution to regulate, tax, and legalize marijuana. Over the last year, a standing policy committee has been preparing a paper to provide some answers to legitimate questions Canadians have about the impact of implementing this policy. The presentation of the paper will be followed by a panel discussion.

Says who? There is not one region or demographic that chooses decriminalization over legalization in Canada that I can find. The preference is 1) Legalization, 2) Decriminalization, 3) Prohibition as it exists, 4) More prohibition, 5) I don't understand the question Please provide some evidence to the contrary, I'd love to see it.
