One country that should be learning here is Japan. They need to apologize to many nations but especially the Koreas and China. Their current spat with South Korea is strengthening the hand of the PRC and Russia in the region.

They did. And they only finished making payments a few years ago.

$1:
After World War II, according to the Potsdam conference held between July 17 and August 2, 1945, Germany was to pay the Allies US$23 billion mainly in machinery and manufacturing plants. Reparations to the Soviet Union stopped in 1953. Large numbers of factories were dismantled or destroyed. Dismantling in the west stopped in 1950.

Overbearing, unfair or damaging repatriations of a defeated foe with a broken economy isn't always a wise thing. As history has shown the defeated end up not caring about forgiveness, but wanting revenge.

There are far better ways to prevent these countries aggressive behaviours than turning them into vassals working for the victors.

The current Polish government is arguing that one rather strongly.

War reparations are themselves contradictive of forgiveness.

It didn't? So the Treaty of Versailles with its provisions for Reparations and punitive actions against the Germans had nothing to do with setting the stage for Hitler's rise?

Okay funny moment, at least for me it was. Read the title wrong, I read it like this. German President begs PORTLAND for forgiveness.... I was thinking [huh] WTF did Germany do to Portland and why do we care...

The stock market crash did more to aid the rise of Hitler that the war reparations. Hitler used it as a whipping post to get people all pissed off. The same people that were broke and had lost their jobs do to the stock market crash and the ripple effect it had all over the world. They wanted answers and people to blame Hitler gave it to them is a manor that made him popular.
