Here's a related article, first signs of a national energy grid?:<br /> <br /> <br /> Ontario bids to work on hydro project<br /> <br /> <br /> CANADIAN PRESS<br /> <br /> Ontario, Quebec and Newfoundland would partner to develop a long-awaited hydroelectric project in Labrador under a proposal made by the Ontario government today.<br /> <br /> Ontario has submitted a joint proposal with Hydro-Quebec and engineering construction firm SNC Lavalin to support the Atlantic province's bid to develop the Lower Churchill project, said Ontario Energy Minister Dwight Duncan.<br /> <br /> The project has been a priority for the Newfoundland government, which has been after a development deal for two decades.<br /> <br /> An agreement in principle with Quebec was announced two years ago, but it was abandoned amid protests and the resignations of two board members at Newfoundland and Labrador Hydro.<br /> <br /> The existing hydroelectric power project up river at Churchill Falls has served as a point of contention for the two provinces.<br /> <br /> A deal made in the 1960s to develop the site has resulted in at least $850 million in profits for Quebec but little for Newfoundland.<br /> <br /> That's mainly because the Atlantic province failed to take into account rising electricity rates when the deal was inked.<br /> <br /> The province has unsuccessfully challenged that deal in court.
