I can't connect to the link, but here's a couple different ones concerning the same case.

"MILWAUKEE - Damani Terry just wanted to join a group of girls dancing in a park across the street. The 2-year-old stepped into the road - right into the path of an oncoming van.

The van hit the toddler, and the driver jumped out to check on the badly injured boy, setting into motion a chain of events that included an uncle fatally shooting his own nephew and a stranger and then taking his own life. In the end, four people were dead."

"A man wanted for fatally shooting two people - a distraught motorist who struck and killed a 2-year-old with his van and the toddler's 15-year-old brother who rushed out to check on him - was released from prison in August 2013 after serving two years on a bank robbery conviction, court records show.

Ricky Ricardo Chiles III, 27, who was the getaway driver during a Brown Deer holdup in 2011, was on extended supervision at the time of Sunday's double homicide, Department of Corrections records show. As a felon, he was prohibited from possessing firearms.

Chiles pleaded guilty to being a party to the crime of armed robbery with threat of force in connection with the 2011 incident. He was sentenced to far less than the maximum penalty of 10 years after the judge was told about his cooperation in an unrelated homicide case, which stemmed from an argument during a dice game.

Chief Deputy District Attorney Kent Lovern said Chiles testified for the state at the trial of "a more dangerous offender" who was convicted of first-degree reckless homicide.

In addition to the bank robbery, Chiles also had 2011 convictions for disorderly conduct and resisting an officer. In January of that year, he was charged with domestic violence battery and theft, but both charges were dismissed.

In 2004, when he was 17, Chiles was charged with of fourth-degree sexual assault, pleaded guilty and was sentenced to two years' probation.

Now, police are searching for Chiles, who they say killed Archie Brown Jr., 40, after Chiles' nephew, 2-year-old Damani Terry, darted into the street and was hit by Brown's van.

Police say Brown was standing over the child's body, grieving and upset, when Chiles shot him with a gun retrieved from a nearby home.

In the gunfire, 15-year-old Rasheed Chiles - Damani's brother and Ricky Chiles' nephew - was shot. He died later in the evening at a hospital during surgery.

Attorney Michael Hupy has offered a $25,000 reward for information leading to the arrest and conviction of the shooter."

Stating the facts and statistics is considered racist, and if those who believe that need to do so to get them through their day, then who am I to rob them of that illusion. It's not like they are capable of change.

These are the same type of folk who will ensure that those who have been oppressed will never improve their lot in life. They are closet bigots, because deep inside they feel that minorities need a benevolent edjeekatud massa to show them the way because they're too stupid to figure things out on their own.

I'm assuming you saw that guy's record above. Doubtful that career criminal had a permit.

However...

Milwaukee's police chief goes after lawmakers about tougher gun laws

MILWAUKEE —Milwaukee's police chief went after lawmakers Thursday about the violence that's plaguing the city.

It's been a violent start to the year in Milwaukee. There have been 43 homicides which is nearly three times as many as this time last year.

Police Chief Ed Flynn wants tougher penalties for career criminals committing violent crimes.

"We can't change their thinking just by arresting them. We are arresting them. We are getting guns off the streets, but our laws need teeth, and we need legislators with a spine,” Flynn said.

The penalties a person would face for illegally possessing a firearm – a class A misdemeanor -- are a fine of up to $10,000, no more than nine months in prison or both.

Law enforcement expert Brian Dorow said until a judge sees the individual as a habitual offender, the penalty remains the same.

“Absent recklessly endangering safety, negligent use of a firearm, other crimes that could bump it up to a felony, it's a misdemeanor offense,” Dorow said.

That chief is swimming against the tide. The US has finally figured out that tough of crime, long, mandatory, sentences don't reduce crime. But they sure fill the prisons, which the US can't/won't afford any more. Movement afoot, even from the right, to reduce mandatory sentences.

I do agree with habitual offender legislation, as long as it's applied properly, to serious offenses, not to stealing pizza the way the 3 strikes law was. And it shouldn't mean life (unless an offense warrants it) but lifetime supervision.

The legality of the gun is irrelevant. It's the mentality. Too may people believe they need a gun to defend themselves from a decreasing crime rate or from the government. And then when something distressing happens they spray bullets without thinking in either their rage and/or grief and we have tragedies like this.

What should have a been a horrific accident where a child died turned into a multiple homicide that absolutely wouldn't have happened had a grief stricken relative not had a gun.

A couple of new studies reveal the gun-control hypesters’ worst nightmare…more people are buying firearms, while firearm-related homicides and suicides are steadily diminishing. What crackpots came up with these conclusions? One set of statistics was compiled by the U.S. Department of Justice. The other was reported by the Pew Research Center.

According to DOJ’s Bureau of Justice Statistics, U.S. gun-related homicides dropped 39 percent over the course of 18 years, from 18,253 during 1993, to 11,101 in 2011. During the same period, non-fatal firearm crimes decreased even more, a whopping 69 percent. The majority of those declines in both categories occurred during the first 10 years of that time frame. Firearm homicides declined from 1993 to 1999, rose through 2006, and then declined again through 2011. Non-fatal firearm violence declined from 1993 through 2004, then fluctuated in the mid-to-late 2000s.

And where did the bad people who did the shooting get most of their guns? Were those gun show “loopholes” responsible? Nope. According to surveys DOJ conducted of state prison inmates during 2004 (the most recent year of data available), only two percent who owned a gun at the time of their offense bought it at either a gun show or flea market. About 10 percent said they purchased their gun from a retail shop or pawnshop, 37 percent obtained it from family or friends, and another 40 percent obtained it from an illegal source.

So if "spraying bullets", are relevant to you, why is it not relevant in your world that they are mostly illegal bullets. That was the case in this case, so why is that not relevant?

That's if you deal with statistical fact rather than imagineering of some "mindset" that exists mostly in your own mind, and not - the facts would suggest - in the minds of legal gunowners.
