I think there's still a small observer force to watch for possible stragglers, like these pathetic, ragtag, losers waiting final judgement in the camps.

ISIS still has a more clandestine, international presence, of course, but that wasn't what Trump was talking about. What he was talking about was impressive. Obama couldn't do it.

The US military, in conjunction with the Syrians, the Russians, the Iranians, the Iraqis, the Turks, the Jordanians, and the Israelis defeated the Saudi sponsored ISIS.

I would not call that an 'alliance' but simply more of a concurrence of force.
