Well you clearly don’t know what the word “targeted”, curious for someone who CLAIMS to be ex- military.

Targeting means someone is deliberately aiming it. Nobody is “targeting” it at those communities. Those communities simply have greater need fo it. You see, in a shithole right-wing country like America, poor people, especially black poor people, have the worst of everything: the worst health, the worst housing, the worst schools, the worst crime, the worst life expectancy, the worst rates of drug and alcohol abuse, domestic violence, even the worst rates of pedophile priests and pedophile teachers. Unplanned and unwanted pregnancies are part of that package.
