I bet if it was a Montreal based firm who made a $5.4 million bid on the project, they would have got the contract though.
Funny too, when Ottawa got their utterly crappy LRT system, they had to go with the lowest bidder for fear of being sued even though a Canadian company was in on the bidding.
But when it comes to China, the feds will take them over a lower bid from a Canadian company, presumably because said company can't sue their own govt.
I'm totally against this contract going to a Chinese company, but based on the RFP, the Calgary company's equipment didn't pass qualifying stage, which is why it wasn't awarded the contract.
What we should have done was support the Calgary company with a loan to get their equipment up to spec so it could compete on the global market and we could eventually stop buying Chinese equipment. To your point on the company's location, it's not the first time a western Canadian company has gotten screwed over because of where it is based.
Finally, on the possibility of a lawsuit from that Chinese company, you have Stephen Harper to thank for that bullshit trade agreement he signed while still in office.
Basically, there's plenty of blame to go around and it all doesn't fall on Trudeau's government, no matter how much you may dislike that fact.
