Do you mean in a war? If so, it's a difficult decision wich I say would be weighed by the tactical skill of commanders and the effective use of their troops. The Inka had an army with far more depth, but if the Inka himself dies the Empire is immediately plunged into civil war and factionalism, the Aztec have less depth but had the astounding military commander who beat off Cortez (this commander of course died of small pox) whose name I have forgotten. I'll also make the hypothesis that the Aztec heavy infantry is superior to Inka, whose cutlure's richness had caused them to make their soldiers prettier than they were effective as was demonstrated in Wyna Kapoc's Ecuador campaigne. The lack of Inka tactical soundness is also displayed in the Ecuador campaigne, and later when Pizzaro arrived. The Inka soldiers were at an unresistable advantage when fighting Pizzaro on Inka roads, but they utterly failed to utilize this advantage until all administration and power in the Empire were destroyed. The Inka, I think, would be able to better mobilize and would have superior numbers, but overall, I'm going to call Aztec, though the Inka are my favorite.
